Spain’s Technical Committee of Referees has officially announced a series of new refereeing rules and guidelines that will take effect at the start of the 2026–27 season.
The changes are intended to reduce time-wasting, standardise refereeing decisions and provide clearer procedures for controversial situations that have emerged in recent seasons.
Some of the measures were already tested during the 2026 World Cup, while others have been updated or clarified ahead of the new Spanish football campaign.
One of the most significant changes concerns substitutions.
Under the new rule, a player being replaced must leave the pitch within 10 seconds of the substitution board being displayed or the referee signalling the change when an electronic board is not used.
Exceptions will apply when leaving the field within the time limit is not possible because of an injury, safety concern or player protection issue.
When a player fails to leave the pitch within 10 seconds without a valid reason, the substitution may still be completed. However, the replacement will not be allowed to enter until the first stoppage after one full minute of active playing time has passed following the restart.
When several substitutions are made at the same time, all departing players must leave the pitch within 10 seconds of the signal for the final substitution.
The measure is designed to prevent players from walking slowly across the field to waste time, particularly during the closing stages of matches.
Spanish football will also participate in a new trial aimed at discouraging teams from using alleged goalkeeper injuries to interrupt the opposition’s momentum, waste time or create an unofficial tactical break.
The International Football Association Board has authorised Spain’s Technical Committee of Referees to participate in the experiment.
If play is stopped because a goalkeeper requires treatment, the head coach must immediately nominate an outfield player to leave the pitch.
That player must remain outside for at least one full minute of active playing time after the match restarts.
If the coach fails to select a player within 10 seconds of the referee allowing medical treatment, the team captain will automatically be required to leave the field.
The rule includes three main exceptions.
It will not apply when the goalkeeper’s injury results from an offence that leads to a free kick and requires immediate medical attention.
It will also not apply when the goalkeeper collides with an outfield player and both require treatment.
The third exception covers cases in which the goalkeeper is bleeding.
If an outfield player is also injured and receives treatment on the pitch, that player must leave the field and remain outside for one minute of active playing time. The player may then return with the referee’s permission while play is continuing.
Referees will also be permitted to apply the advantage principle when a throw-in, free kick or corner is taken incorrectly.
For example, if a restart is taken from the wrong position but the opposing team immediately gains clear possession, the referee may allow play to continue.
If the opposition does not secure clear possession, the referee will order the restart to be retaken or penalise the infringement in accordance with the Laws of the Game.
The changes represent a significant attempt to improve the flow of matches and create greater consistency in refereeing decisions.
The 10-second substitution limit and the goalkeeper injury trial are likely to attract the most attention because they directly target common forms of time-wasting.
Players, coaches and officials will now be expected to adapt quickly, with the new guidelines set to be enforced from the opening matches of the 2026–27 Spanish football season.
